ELECTRICAL SERVICES

The Housing Authority of the Town of Phillipsburg (Authority) is requesting Bids for Electrical Services. 

In order to be considered, a bid proposal must arrive at the Authority office in accordance with the instructions on the bid request.  Please contact Thomas McGuire to request a copy of the bid packets (908) 859-0122 #105, email tmcguire@phillipsburgha.com.

ADVERTISEMENT FOR BIDS

Housing Authority of the Town of Phillipsburg, New Jersey

A Prefabricated Enclosure with Automatic Door Opener for the Lobby at 530 Heckman Street, Phillipsburg, NJ

The Housing Authority of the Town of Phillipsburg, the Awarding Authority (the “Owner) will receive sealed bids for this work in accordance with Contract Documents prepared by Mark J. Zgoda, AIA, PA  together with such addenda as may be issued prior to the date of receipt of bids.

Bids for the above will be received by the Housing Authority on April 20, 2018 at 11 am, prevailing time, at the office, located at 530 Heckman Street, Phillipsburg, NJ and at said office, be opened and read aloud.

A non-mandatory Pre-Bid meeting and site inspection/walk through is scheduled April 11, 2018 at 11 am, prevailing time.  All questions from Bidders shall be submitted no later than 5:00 pm April 12, 2018.  Addenda will be issued on or before April 13, 2018

The Instructions to Bidders, Bid Form, General Conditions, Division 1, Drawings, Specifications and other Contract Documents will be on file during the business day beginning on April 6, 2018 from 10 am until 4 pm, at the Owner’s office at 530 Heckman Street, Phillipsburg, NJ 08865.  Copies may be obtained at a non-refundable deposit of Sixty Dollars ($60) per set, cash or check made out to Mark J. Zgoda, AIA.

Each Bid shall be accompanied by a Bid Bond issued by a New Jersey Licensed Surety Company which is listed in the most recently published U.S. Treasury Circular No. 570, or by certified check in the amount called for in the Specifications, payable to the Housing Authority of Phillipsburg. Bids must be accompanied by affidavits, etc. referred to in the Instruction to Bidders. Regardless of whether the Bid Bond or Certified Check is submitted for a bid guarantee, each bidder must submit Consent of Surety from a NJ Licensed Surety Company listed in the most recently published U.S. Treasury Circular No. 570, stating it will issue the necessary Performance Bond, Payment Bond and Maintenance Bond should the Bidder enter into contract for this work with the Housing Authority of the Town of Phillipsburg.

Bids must be submitted, in duplicate, in a sealed envelop, addressed to the Owner, as directed by the Specifications.  Envelopes shall contain, on the exterior, the designation of the contract for which the bid is entered, and the name, address and telephone number of the Bidder.

Bid Bond payable to the order of the Housing Authority of Phillipsburg, in the amount of five percent (5%) of the total bid shall be submitted with each Bid by Bidder.  One hundred percent (100%) Labor, Materials Performance Bonds will be required of the successful bidder, as well as a ten percent (10%) Maintenance Bond.

Bids may be held by the Authority for sixty (60) days form the date of Bid Opening and no Bidder may withdraw his bid during that period.

All bidders are hereby notified that compliance with the most recently published and applicable Davis-Bacon Wage Requirements will be required in the performance of the contract awarded.

 A Corporation of the State of New Jersey, submitting a bid in response to this advertisement, shall accompany such Bid with a resolution authorizing its proper corporate officers to execute a Contract in the even its bid is accepted.  In addition to the corporate resolution, all bidders, including Corporations, Partnerships and Sole Proprietorships must submit a Statement of Ownership.

During performance of this Contract, the Contractor agrees to comply with P.L. 1975, c. 127 (N.J.A.C. 17:27) “Law Against Discrimination”, current regulations.

The successful Bidder will be required to obtain a Performance Bond and Payment Bond for the full amount of the Contract and a Maintenance Bond for a percentage of the construction cost as defined in the Specifications, both from a New Jersey Licensed Surety Company which is listed in the most recently published U.S. Treasury Circular No. 570.

A copy of the organizations “Business Registration Certificate” issued by the Division of Revenue must be submitted with the Bid. This shall apply to any supplier or sub-contractor used to complete the contract.

This bid is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq.  The Owner reserves the right to waive any informality in any bid or bids, to reject any and all bids, and to accept any bid or bids and to make such awards as may be in the best interest of the Owner.

The Contract is being executed with funds provided by the U.S. Government through the Department of Housing and Urban Development.

The following factors should be addressed in the Proposals: Prior experience as Counsel for a Housing Authority; Knowledge of and experience with U.S. Department of Housing and Urban Development (HUD) Regulations and Procedures; Experience with State Public Agencies Law and Local Public Contracts Law and Copy of New Jersey Business Registration Certificate must accompany all Proposals.
Applicants must be admitted to practice law in State of New Jersey.
