ABOUT US
On July 31, 1946, the Board of Commissioners of the Town of Phillipsburg adopted Ordinance Number 629, entitled “An Ordinance creating the Housing Authority of the Town of Phillipsburg, New Jersey”. They appointed the following as members: George B. Arnold, James A. Tirrell, Thomas F. Marnel, James Sands and Ray M. Weiss. The first organizational meeting was held on August 1, 1946. Ray M. Weiss was elected Chairman, James Sands was elected Vice-Chairman, Andrew Koleser was appointed the Manager, Secretary-Treasurer of Heckman Terrace, and Judge Frank J. Kingfield was named Attorney. On October 28, 1946, the Board recommended to the Federal Public Housing Authority the transfer of Heckman Terrace to it for low-rent use. On January 21, 1947, a resolution was adopted appointing management and maintenance personnel. Andrew Koleser was appointed Housing Manager. The first budget was also adopted for the period of February 1, 1947, to June 30, 1947.
