Section 8

ABOUT SECTION 8

The Housing Act of 1937 (42 U.S.C. § 1437f), commonly known as Section 8, provides rental assistance to low-income individuals and families, including seniors and people with disabilities. The U.S. Department of Housing and Urban Development (HUD) oversees this federal program, which is administered locally by Public Housing Agencies (PHAs).

On April 1, 1977, HUD authorized the Town of Phillipsburg to operate a Section 8 program. Initially, the town contracted with a third-party administrator to manage the program under the supervision of the Town Council and Department of Community Development (DCD). In the early 1980s, the town ended the third-party arrangement and brought the program administration in-house.

As of July 1, 2025, the Phillipsburg Section 8 Program has been officially consolidated with the Phillipsburg Housing Authority (PHA). The program is now administered under the direction of PHA Executive Director and the Phillipsburg Housing Authority Board of Commissioners.

The Section 8 program currently manages 214 housing vouchers.
